REVOCATION OF CONDITIONAL USE PERMIT NO. 23-005 AND THE DEEMED APPROVED STATUS OF ALCOHOLIC BEVERAGE ESTABLISHMENT, THE KING BAR
              
   
Applicant: Abdou Abdullah Maida (The King Bar)
   
Location: 2822 East Avenue I (Assessor’s Parcel Numbers (APN): 3150-017-017 & 3150-017-023)
   
Request: Revocation of (a) Conditional Use Permit No. 23-005 and (b) the deemed approved status of the alcoholic beverage establishment, The King Bar.
   
Recommendation: Adopt Resolution No. 25-06 to revoke (a) Conditional Use Permit No. 23-005 and (b) the deemed approved status for the sale of the alcoholic beverages at the establishment located at 2822 East Avenue I (APNs: 3150-017-023 and 3150-017-023) and to find the action is categorically exempt from CEQA pursuant to Section 15321.

CONDITIONAL USE PERMIT NO. 25-003

Request: A Conditional Use Permit to allow for the operation of a recuperative care facility within existing buildings at 44748 and 44758 Elm Avenue (Assessor’s Parcel Number (APN): 3134-017-011) in the Transit Oriented Development – Neighborhood Medium (TOD-NM) zone.
   
Recommendation: Adopt Resolution No. 25-07 approving Conditional Use Permit No. 25-003 to allow for the operation of a recuperative care facility within existing buildings at 44748 and 44758 Elm Avenue (APN: 3134-017-011) in the Transit Oriented Development – Neighborhood Medium (TOD-NM) zone and finding the project categorically exempt under the California Environmental Quality Act; authorizing staff to execute and file a Notice of Exemption.

CONDITIONAL USE PERMIT NO. 24-010
              
   
Applicant: Karabachian Architects, Inc.
   
Location: Near the southwest corner of Avenue J and 20th Street West (Assessor’s Parcel Number (APN): 3123-005-042)
   
Request: Site redesign amending Conditional Use Permit (CUP) No. 22-017 originally approving the construction and operation of a new car wash facility, retail tenant building, and site improvements located near the southwest corner of 20th Street West and Avenue J (APN: 3123-005-042) in the Commercial Planned Development (CPD) zone.
   
Recommendation: Adopt Resolution No. 25-08 approving Conditional Use Permit No. 24-010 amending  Conditional Use Permit (CUP) No. 22-017 revising the design of a new car wash facility, retail tenant building and associated improvements located near the southwest corner of 20th Street West and Avenue J (APN: 3123-005-042) in the Commercial Planned Development (CPD) zone and finding that the project is categorically exempt under the California Environmental Quality Act; authorizing staff to execute and file a Notice of Exemption.

GENERAL PLAN AMENDMENT nO. 24-001, ZONE CHANGE NO. 24-001             
   
Applicant: Synergy Consulting
   
Location: Approximately 40 gross acres on the northwest corner of Avenue M (Columbia Way) and Division Street in the City of Lancaster, California. Specifically, the proposed Project is located on Assessor Parcel Numbers 3128-013-010 and 3128-013-011
   
Request: A General Plan Amendment to change the general plan designation from Office Professional (OP) to Light Industry (LI) and a Zone Change to change the zoning from Office Professional (OP) to Light Industrial (LI) associated with the construction of two industrial buildings totaling approximately 807,005 square feet.
   
Recommendation: This item will be continued to the June 16, 2025 Planning Commission meeting.
